this still seems to be a double to Issue 74494.

Have you tried the settings from ER's comment ? Here it is again .

Quit OOo (and QuickStarter if running) and edit the file
{UserInstallation}/user/registry/data/org/openoffice/Office/Common.xcu
Go to the end of the file and immediately before the line reading
/oor:component-data
insert the following lines:

 node oor:name=Drawinglayer
   prop oor:name=OverlayBuffer_Calc oor:type=xs:boolean
 valuetrue/value
   /prop
 /node

If your machines share an installation you may enable the setting installation
wide by modifying the shared configuration instead of each single user
configuration:
{OOoInstPath}/share/registry/data/org/openoffice/Office/Common.xcu

you do not need to be a programmer. You just have to use a text editor to
achieve the proposed changes in the configuration files.

Use the search utility on Mac to locate the Common.xcu in the correct path and

I made the change. There seems to be some less jittering though the screen 
does still repaint from top 
to bottom. What else happened is that I can no longer resize the document by 
clicking on the lower right 
corner, holding and dragging the page to a smaller size. This does not work at 
all and it did before.

After reading the various comments, I'm left still not knowing if this is going
to be fixed. It's tremendously annoying and to me, a heavy spreadsheet user just
becoming acquainted with OpenOffice, makes it almost unusable. You enter data in
one cell the the screen repaints a line at a time, jittering all over the place.
I'm on Mac OS 10.4. Also, I can't tell from the comments if there's a fix I can
install or not. Any help appreciated.
