this still seems to be a double to Issue 74494.
Have you tried the settings from ER's comment ? Here it is again .
Quit OOo (and QuickStarter if running) and edit the file
{UserInstallation}/user/registry/data/org/openoffice/Office/Common.xcu
Go to the end of the file and immediately before the line reading
/oor:component-data
insert the following lines:
node oor:name=Drawinglayer
prop oor:name=OverlayBuffer_Calc oor:type=xs:boolean
valuetrue/value
/prop
/node
If your machines share an installation you may enable the setting installation
wide by modifying the shared configuration instead of each single user
configuration:

There seems to be some less jittering though the screen does still repaint from top to bottom. What else happened is that I can no longer resize the document by clicking on the lower right corner, holding and dragging the page to a smaller size.
