I have the same problem. Kubuntu 10.04 (Lucid Lynx, KDE), selected a dark color
scheme (darKubuntu http://opendesktop.org/content/show.php?content=115741), OO
3.2.0 ('out of the box').
I cannot set any cell background, also I cannot set border color.

It seems the threshold is as follows: OOo enters some kind of High Contrast Mode at rgb: 38,38,38 rgb: 39,39,39 disables that mode. Cell colors vanish when either a) the document background or b) the window color [3D objects in Windows] are adjusted below the threshold.
