Solution needs expm1 and log1p, add dependency.

The formula for PMT (payment at end) is

[p(1+r)^n - f]r / ((1+r)^n-1) where

n = number of periods
p = principal (the capital sum borrowed)
f = the final balance owing after n periods
r = interest rate (fixed rate) per period

derived here:
http://wiki.services.openoffice.org/wiki/Documentation/How_Tos/Calc:_Derivation_
of_Financial_Formulas#PMT

With extremely small values for r we get too close to divide by 0

Example:
=PMT(1E-016;10;1000;0;0) gives #VALUE!
Note that
=PMT(4.567E-015;10;1000;0;0) is OK - larger, but with more displayed digits -
so we have not run out of precision with the rate.

Excel has the same problem, giving #DIV/0!.

The solution may be to trap low values and apply another algorithm, also
provided on the linked page. rate=0 is trapped anyway.

This error will not arise in real life, so this should be low priority and I've
marked it enhancement rather than defect. It is bad to have a function that can
be beaten though, and there should be a record of the fact.

Yes, the implementation can be improved. But I think, that a solution with expm1
and log1p would be better than cutting the series. I have not yet compared it,
but calculating (1+r)^n-1 via expm1(n * log1p(r)) works for me.

Such would increase the accuracy in other extreme cases too. For example
RATE=1e-12, NPER=600, PV=-3000, FV=0 results in 4,9993660135E+000 but should
be 5.150250E+000 (as MuPad and Gnumeric calculate).

=PMT(4.567E-015;10;1000;0;0) is not OK. It returns -9,7058450071E+001 but it
should be -1,002512E+002.
