I am attaching two very simple spreadsheets.  One is saved in .xls, the other 
in .ods.  When OpenOffice Calc opens the .xls file, the formula in cell E23 
returns #N/A.  The calculation is not performed.

That is a limit in Excel. Up to Excel 2003 the AVERAGE function can have at most
30 arguments and your formula uses 32. So there is nothing OOo can do.

Use ranges for those parts, where the cells are adjacent, to decrease the number
of arguments.
