This feature is very useful for orientation within the document when rapidly paging through the document with the scrollbar (and should perhaps be displayed when page-down/up is pressed), but when scrolling slowly through a text with the mouse wheel it obscures the line of text the mouse pointer is in: most likely exactly the line you are reading if you are editing the document.
