Cannot reproduce in OOo310m11 on Vista.
Please attach an odt document and try the current 3.1 version.
This may have been fixed there.

2009 ---
When exporting a document containing a table in the page header, the table is 
not correctly exported.

How to re-create:
- Open up a new writer document
- Insert a page header
- In the header, insert a table 4x3
- Merge all the cells in the first line
- Right-click in the table
  - Set the table alignment to 'From left'
  - Set table width to 13 cm
  - Set 'Spacing' left to 4 cm
- Save the document
- Close it and open it again
- Now 'Save as' and save as MS Word 97/2000
- Close the document and open the doc-file again
- You will see that one colum of the table is missing in the doc-file
