Anyhow, The dd list expands, which means that the keyboard sends apparently two
signals, one for the Alt+Down and one for the 2.
Ergo, there isn't anything to do here for OOo.

I created a screen video that shows the behaviour. A works for me close won't
make this bug go away. This is what the video shows
1. Start video recording
2. Open a new text document using OOo Writer
3. Insert a table
4. Place cursor into table cell
5. On laptop keyboard hold down Fn+ALT, type 0223 on the integrated notepad.

What can be seen is that the row height changes while typing the numbers, once
done the special character is inserted. I also tried it with an external keypad
and that generates the same effect.
Video file is in ZIP archive and is either attached or link will be provided in
additional comment.

Well, knowing that Alt+Down (Down is the number 2 on a Num Pad) is used in
Writer to change the row height, we have to find out what happens here:
- A wrong triggering of the key by OOo (Bug)?
- A defect of your 2 key?
- Your misunderstanding of how Fn+Alt works on your keyboard?

What I don't understand is that you have the Alt+Down effect 2 times (as seen on
the video) and corresponding to the 2 times pressing [2] AND at the same time te
right character ß corresponding to 0223... %(

What happens when you switch to the Numeric mode (I read some Toshiba Satellite
manuals, don't know if it applies to yours! ;)) pressing Fn+F11 and after that,
pressing Alt+0223?

Well, for the longest time I use these key combinations to insert special
characters. In regular text that appears to work fine, but not when inside of a
table cell. It also applies to any other characters that I tried, but I have to
admit that they all are in the 22x range (German special characters). I tried a
few different ones and if I circumvent the keys that would have arrow functions
when the numpad is turned off I don't have the problem.

That seems to be the key here. It indeed looks like a double-interpretation of
the commands. I have no idea if there is any way to detect if the Fn key was
pressed. If yes, there may be some clever way to detect what was really meant.
Besides that, I had no clue that Alt+Down changes the row height.
Is there any way to redefine the keyboard shortcuts to use the right Alt key?
That one is typically marked as Alt Gr on any non-US keyboard (making it more
obscure to use the fourth keyboard layer). I know that on all the US keyboards I
ever came across the Alt keys are detected as two different keys, same for the
Shift keys. Point being, changing the shortcuts to be on the fourth keyboard
layer would be an effective workaround without loosing any functionality.

Now that I know of Alt+Down I dropped the priority as it appears to be a very
specific case that should not apply to many users.

First, thank you for lowering the priority because, yes, it seems to be a very
specific (not OS but Hardware/Manufacture-dependent) problem.

Just to make a test: could you please try to press Fn+Alt+2(NumPad!) in the Font
list box of OOo and do the same in Wordpad/Notpad or any other Windows drop down
list box (Alt+Down is the general system - not only Windows! - shortcut to open
list boxes) ?

- If the list box only open in OOo: we have a bug
- If the list box opens in every application: we have no bug and Toshiba has a
bug :) or you didn't get the whole meaning of Fn+Alt.

My optimistic (for OOo! ;) ) guess is that you will get everywhere in OOo and
outside: list box open AND nothing is typed in it (but the 2 has been sent
somewhere...)

Interesting will be if you get at any time somewhere a 2 written!

Using a laptop, typing ASCII codes using integrated keypad changes row height in
table. For example, entering ALT+0223 for the German special character while in
a table cell changes the row height. The special character is inserted fine
after entering the ASCII code.
This is on a Toshiba Satellite laptop where I need to hold down Fn+ALT while
typing the ASCII code. Resizing / optimizing the row height each time is very
annoying.
I do not encounter this issue on a PC with regular keyboard.
