As you already mentioned, it is legacy RTF file. And it is not planned or
targeted to support these.
If someone of the cummunity could offer a patch to implement this, we will think
about; but regarding the current resources there is no way to implement this.

I am very surprised this issue was closed without further analysis. If the
status on the bug really is WONTFIX then it translates into that Open Office has
no real support for legacy RTF files anymore. I very much expect this to be
regression, but don't have older versions of Open Office around to verify.

Further experiments I did also indicate that my proposed fix of saving as ODT
file don't seem like a reliable solution. In some cases the problem resurfaces
when the file is saved as RTF again. The motivation for the proposed fix was the
hope that Open Office would cleanse the RTF file when changing format, but this
does not seem to always happen. 

Anyway the critical issue is that if I do fix the incorrect characters to the
desired font and the starting quote character and save as RTF Open Office do
output an RTF file that opens correctly in wordpad. Unfortunately the resulting
file will be corrupted again when opened in Open Office. 

To make things worse, if I miss the corrupted font and save the file in Open
Office then the data of the file is corrupted and wordpad will show the same
erroneous character as Open Office. 

It is also worth to notice that reason I am having starting quotes at all in the
old document is that I performing editing of it and Open Office will replace my
quote character with typographical ones automatically.

To sum up.
1 I start with a file that Wordpad can show correctly.
2 Open Office 3.1.1 corrupt the contents of the file when loading. 
3 If the corrupt file is saved the error is preserved, and require manual edit
to fix.
4 At default Open Office 3.1.1 will automatically translate the inputed quote
character to the character that cause the problem.

If Open Office should claim RTF compatibility it must IMHO at least be able to
properly open RTF files itself has outputed. There is a world of difference
between failure to opening foreign files and failure to open files outputed by
Open Office itself.

On my harddrive I do have an old RTF file. When the file is opened in OOo3.1.1
the character used for starting quotes is corrupted and the font of the
character is changed from Times New Roman to MS Sans Serif. The same file when
opened in for instance wordpad is shown correctly. 

If the format of the file is changed to ODT and back to RTF the problem vanish.
I do have a sample file that trigger the problem, but is not sure about how
attach it to the issue.

Sorry, not fixable for us. It looks that Worpad has its own understanding of RTF
special characters.
OOo RTF filter refers to the official RTF specification and imports this
document like MS Word (which is the reference for RTF).
