but how is a user to know that one has to suffer the popup once and then turn it
off?
It shows off by default and only comes on when one puts the cursor in a region
that the tool applies to. 
Me thinks the logic should be changed as this puts off people easily...

When moving the cursor into a table, OO Writer pops up a Table tool window.
Usually this obscures something that I want to work with.
Or even better, it pops up over another OO document and when I move the cursor
over to the tool to remove it, on the way over the other document which does not
have the tool active it disappears and when moving back to my initial document
it pops up again.

Did not find anything in preferences or google to make this hideously counter
productive behavior go away.

Bullets and Numbers has the same behavior.

There needs to be an option to turn that off.
