It shows off by default and only comes on when one puts the cursor in a region that the tool applies to. Usually this obscures something that I want to work with. Or even better, it pops up over another OO document and when I move the cursor over to the tool to remove it, on the way over the other document which does not have the tool active it disappears and when moving back to my initial document it pops up again. Did not find anything in preferences or google to make this hideously counter productive behavior go away. Bullets and Numbers has the same behavior.
