I opened this and others at the same time, modified and saved before exiting OOo, but it was no problem restarting OOo. Maybe you should also upgrade to OOo 3.2.1? Perhaps this helps... If not, did you run any macros before saving document or something similar? I noticed - via Task manager - multiple soffice.bin, soffice.exe and swriter.exe processes running. If I shut them down the problem was resolved allowing me to open documents for editing.
