I already suspected that my changes for issue 88070 had triggered this
regression, but I had no time to investigate the problem.
I will figure out, why I had introduced the regression code. It seems that its
execution should dependent on bScroll.
Give me some time for a deeper investigation.

It is a regression from 3.2.1, where no change in the post-it codes 
happened, therefore, a different change must have broken this

A first guess is that the regression includes sending of a 
SFX_HINT_DOCCHANGED notification, when it should not do so, triggering a 
relayout and putting the area back into view

@OD: any idea if that is true or where this new relayout is coming from?
