Yes, it is a quite uncommon situation. The workaround is very easy, so I also
think, it is not worth the effort implementing a compatibility mode for this MS
Word behaviour.

The paragraph inside the frame containing the as-character anchored graphic has
an indent after the text of -11,74cm. Microsoft Word doesn't consider this
indent on calculation of the automatic width, while the Writer does consider
this indent.

Workaround: 
Remove the unnecessary negative indent from the paragraph inside the frame.

OD->MRU: I propose not to fix this issue. What's your opinion?

MRU->OD: the frame around the first graphic has automatic width. It looks, that
the width is calculated wrong when an inline/character-anchored graphic is the
only content of an autowidth frame.
