This Issue requires more information ('needmoreinfo'), but has not been updated
within the last year. Please re-test with one of the latest versions of OOo -
the problem(s) may have already been addressed. Either use the recent stable
version: http://download.openoffice.org/index.html
or consider trying the new OOo 3 BETA (still in testing):
http://download.openoffice.org/3.0beta/
 
Please report back the outcome so this Issue may be closed or progressed as

Works fine here with 2.1 and 2.2 on WinXP.

I think that for some reason OO can't save your settings in the profile. 
For starters close OO (including quickstarter), rename 
folder OpenOffice.org2 in x:\Documents and Settings\USERNAME\Application 
Data\, restart Office and see if it saves the changes.

If that fixes the problem zip original OpenOffice.org2 (the one you renamed) 
and attach it the issue.

The selection of user-defined dictionaries resets to default on Open Office
Relaunch/PC Reboot.

In ToolsOptionsLanguage SettingsWriting AidsUser-defined dictionaries, if
I make a new dictionary and select it, and deselect one or two of others, it
works well as long the program and the QuickStarter is quit.

Once re-launched, the selection of the dictionaries goes back to the default
values, deselecting my new dictionary. The problem persists for the same
document or for any other document.
