(please see if it is really dup), which brings us one step closer to
understanding how counter becomes incorrect.
Also, instead of keeping running count (what we do now) or recounting on open
(which you want to avoid), we could count only when dialog is opened (also
File - Properties - Statistics).
Those who depend on the feature will pay small price for having correct
counts, those who don't - will not suffer.
P.S. If you decide to change our behavior please consider 10356 ("Charcount
without spaces").

Besides that: it looks as if the attached document was always handled with OOo 2.1. As we couldn't force 2.1 to ever create a false word count we don't see anything we can fix here. As a workaround we could ignore the word count found in a document and always recalculate it after loading.
