Thanks for your clear report. 
What you discribe as expected result, will be implemented in one of the (near)
future versions of OOo.

Currently the only way is to use Tools|Outline numbering and set the numbering

Steps to reproduce:

Note: I'm using zh-TW OOo 2.2rc4, hence not sure about the English name of what
I mension below. So the window names mensioned below may not be accurate but
should be close enough to understand.

1) Open a odf file with bunch of text, assign some rows to title1, title 2,
inner text, etc.

2) Open the Template and Formats Window, open the edit window of title1.
3) Switch to the Numbering tab, select a numbering group. Click OK.


Expected result:

Numbering list should be setup for the title class that you've edited. And you
should still be able to see your texts of title1 group in the title section of
navigator.


Actual Result:

Numbering/bullets are setup, but everything in the group disappears from
navigator. Even after deselecting the numbering of the group, it still won't
appear inside Navigator.


Extra Note:
===
The other way to assign numbering is not to assign a numbering group to the
title1 group, but to have your cursor on a title1 line and click on the
number/bullet button on the menu. This will have the numbering/bullet you
selected works on everything in the title1 group, but won't affect anything in
Navigator.
