In Word a number can be followed by a space, a tab character or nothing - but not an absolute distance like in OOo. This will be changed in Writer's UI for numberings soon (maybe OOo 3.0) , so that it will be possible to achieve more compatibility to doc format. It is this attribute that gets reset each time you save to Word format.
