In earlier versions, Ctrl+Up/Down Arrow moved grafs up/down. Of course, most Windows users expect Ctrl+any arrow key to make the cursor jump to the next/previous word or graf, and not move the current graf. In 2.4.0, the shortcuts were changed to Ctrl+Alt+Up/Down Arrow (ostensibly to fix this unexpected behavior?). However, the old (and annoying) shortcuts still work.
