When I switch to vertical writing mode the characters I type are not rotated. There are several other similar issues, but they all involve either only certain characters or only bold text. This appears to happen with all characters, regardless of the font. To make sure it wasn't that I was just doing something wrong, I used the document attached to ticket 67197 (http://qa.openoffice.org/issues/show_bug.cgi?id=67197) which was writing to show the problems with Bold text in previous open office versions. I've attached my screenshot as well as the original screenshot from that ticket and the document to show what I am talking about. I tried changing the fonts in the document, but all of them produced the same results.
