IMHO the patch of the ICU cannot fix a problem in writer table of content. I assume the patch should be attached to another issue?! And this issue (table of content does not reflect offset of page number fields) is not valid. The table of content cannot reflect this offset because it does not know anything about page number fields with offsets. You could insert a lot of page fields into header and footer, even into the body of pages with a lot of different offsets. So the table of content does not take care of page number fields, it uses the page style to get the right page number. The usage of offset in page number fields is not for manipulation of the page number itself. If you want to change the page number (even for the table of content) you need to insert a page break with page style and page number. In the page number field (in the footer, for example) we can see the offseted number... but the table of content does not reflect the number that appears in each page, it continues to show the same number as before the page number field was offseted (in edit-field while this field is selected).
