The only language that could written as dc:language is the language of the metadata. This will require additional UI (the user must be able to enter the language somewhere, e.g. in the DocumentInfo dialog) and IMHO is a feature or enhancement. It's also questionable whether OOo should guess what this attribute shall be - it would be better to ask the ODF TC for clarification. It is not a defect as dc:language currently doesn't make a lot of sense until it is better defined in the ODF spec.
