Well, what  I notice (both on Linux and Windows) is: on scroll, the second note
has an empty frame. Looks like a repaint problem (see attached screenshot).
*This* is fixed in the CWS.

But what you describe is anchor somewhere els as note - I cannot reproduce 
it.

Can we agree on that we talk differently about the same thing? ;)

mod-es: no, not any special document, just the steps I mentioned, happens every
time for me, sorry not really sure what to add here.

Some more comments:

When deleting note 1, change tracking must be on, the note should get a cross
but still be visible. Then hit Changes-Show-Off, so do not turn off change
tracking, but hide the stuff deleted from change tracking, note 1 should 
disappear.

Jumping to second note with keyboard or navigator or just scrolling quickly with
scrollbar up and down should show you the bug

- when you have one deleted note inside change tracking and you turn
Change-Tracking-Show off, everything is complety messed up as soon as the view
changes

Steps to reproduce:

- create a note on page 1 
- create a note on page 3
- turn change tracking on
- delete note 1
- changes-show-off

if you now jump to note 2(Ctrl-Alt-PageDown), you can see that ankor and note
itself is not at the same location, this makes the use of notes totally
unuseable, especially if you have many notes

- will ask release meeting to set this as showstopper for 3.0
