then you can scroll trough the whole table

Run bibliography db window, try to scroll down. You cannot do this normally -- 
you scroll down, you release the knob, scrollbar moves to the middle, you 
scroll down (till the end) again, and again the knob jumps up.

My guess this app does not fetch total number of rows in advance, just a some 
rows, so the scrollbar does not know the real maximum. When users scrolls, the 
next portion of rows is loaded, scrollbar is partially updated, and so on.

This is a bug -- data are not changed, so user can expect the scrollbar 
behaves predictably.
