Currently, in a master document you can promote/demote the outline level of
individual subdocuments (as long as you unprotect their sections first), but
these changes are lost when the master is closed/reopened and its subdocument
links are updated. Master documents should be allowed to assign subdocuments
persistent outline levels that override the outline levels assigned within each
subdocument. So a single subdocument could appear at an outline level 1 in one
master and at level 3 in another master. Lower outline levels in the subdoc
would, of course, be also converted relative to its highest level.

Why is this a great enhancement? Because it would enable OO to be a leading
open-source tool in the growing trend of single-sourced, reusable, topic-based
content. Single-sourcing means that content writers create modular topics (each
in a separate file) that can be repurposed (as live links) in other docs. And of
course, in these situations, the top outline level in each topic must be
separately adjustable to a possibly different outline level in each master doc
where it appears. Some wikis do this and it's incredibly useful for content 
writers.

One workaround is to not include any headings with outline levels in the
subdocs, but this leaves much to be desired. It's so much cleaner to have all
the outline levels in the subdoc be converted relative to its position in each
master where it appears.

For consistency, the same functionality should also apply to linked sections
embedded via Insert  Section.
