Just at first place, sorry, but this won't be changed.
Rows and columns are two different things in handling. E.g. a row can have a
infinite size while column width is always limited, means it has a given size
and cannot grow by adding content like a row.
Also there will be a performance issue. When re-calculating the name of a cell
the whole table would have to be processed to see if there is a merged or
splitted cell somewhere below in the table.
The requested change would also be extremely expensive in development resources
for quite a cosmetical benefit in table cell addresses.

2008 ---
In OOo 3rd version changed cell address naming in complex tables. Now there are 
no cell names like A1.1.1 etc. But now there is another problem: if we merge 
cells horizontally we can get columns with cell names like (D1,F2,J3,J4,J5) - 
look attached files. It seems to me that first row in such file have to be not 
(A1,B1,C1,D1) but (A1,B1,F1,J1). If we merge cells vertically - for example, A2 
and A3 - it's allright, this cell is A2 and next cell is A4, there are no cell 
A3.
