True: UI entry seemingly "promises" functionality (Spelling+Grammar check).
Also true: Re-reducing the entry to "Spelling" would promise spell check
functionality that is not there in all cases:
(1) Because OOo only comes with "only" a set of spell checkers, spelling for
"other" languages need the installation of the respective extension.
(2) Not all languages that can be set have a spellchecker extension.

Sorry, but in total, this issue is a user error.
Set to "invalid".

There is NO official grammar checker for OOo (yet)!

There are just several grammar checker extensions available for download that
you can choose from. The most well known ones are probably:

LanguageTool

and CoGrOO
http://extensions.services.openoffice.org/node/1940

Install the grammar checker? That is just supposed to be part of a word
processing program. If there is "the grammar checker" as in an official Open
Office grammar checker, why on earth isn't it included in the basic package?

When I run the spelling and grammar check it does not catch the difference
between "there" and "their". It does not recognize that "Open office fallacy
grammar check exist." is not a properly constructed sentence. Open office
fallacy grammar check exist.
