The scaling of both images is ok.
You have linked the image twice and scaled differently.
I don't know where the problem is. If you say big and size in the meaning of
graphical dimensions, resolution or *file size* in MB... In the second case,
yes, changing the resolution won't change the file size.

Anyway, and as already mentioned, unfortunately, we have no resource available
to fix or improve the HTML component, so that we only can fix crashes and huge
regressions.

I am not sure if this is another issue related to:

I attached the odt file that consists of a ~1 MB picture. The first image is
automatically scaled by OO, the second image is scaled by me.

I save as HTML, and get the correct image size in the html, however when I see
the image itself, it seems like the image is still in original size. Looks like
if I have a big image, I will have big image for the webversion as well?
