I was unclear about the place where "customize: function" might be placed:
It depends on how you look at it: the edit menu is a natural approach in the way
that the redo/undo/repeat functions all manipulate the recently activated 
functions.
The tools menu also makes sense in a way, that customization is not "editing"
anything and is more associated to "options", however an enhancement to select
the  recently used functions for customization might be placed there as well.
(Drop down list in the menu and auto-selection within the customize function)

The problem is that you have to find the function again.
At leas I usually look for a function (e.g. subscript -spending several minutes)
and try whether it works as expected.
If it does and I want to reuse it I have to find it again via tools-customize in
a range of more then hundred entries. (which is pretty boring, at best -
specially if you do not know where to look first)
Only the toughest are willing to customize that way, so they rather leave it,
staying frustrated behind because they do not know which shortcut-key they might
press as an alternative.
It is really a pain doing something twice, thereby the 'customize function'
could really help

Are you really using version 1.0.0? Then you should change to a newer version.

In OOo1.9.22 there is a little triangle at the undo and at the redo symbol in
the toolbar. It opens a dropdown list, were you can choose to which step you
will go back. The number of that steps you can set in tools- options - OOo - 
memory.

I do not see, why customizing in the edit-menu should be better than in the
tools-menu and there you can customize menus, keyboard and bars as you like.
