If I refer a user to
http://www.openoffice.org/issues/enter_bug.cgi?component=eo&subcomponent=spellcheck
this works (and preselects the targetted component and subcomponent as intended)
if the user is already logged in. If they are not logged in and use the Log In
link at the top right of the page, then after successfully logging in, they are
navigated to an incorrect URL:
http://www.openoffice.org/issues/enter_bug.cgi?component=eo%26subcomponent=spellcheck

Obviously the redirect URL passed to the login script has been either encoded
too much or not unencoded before redirecting.
