I would suggest that the front page indicates such status and linked to a specific status page where you can see the status of OpenOffice.org's infrastruture (mail, mailing lists, issuezilla, download places etc.). Right now the only information you can get is at IRC (freenode.net #openoffice.org) and issue 57472.
