Perhaps I misunderstand what you're saying, but Buster already has
3.5.1.  https://packages.debian.org/buster/amanda-server

I am using that exact package in a daily VTL config, with an amvault of
all the full DLEs once a month to LTO (yes, almost as obsolete as the
Poweredge 2800 this is running on).

Due to other software restrictions/constraints, I'm stuck at Jessie for this
host :( most notably the enterprise version of zmanda/betsol to do NDMP backups
of an Dell/EMC/Isilon cluster.

However I certainly can test the Debian packaged version on buster since I have
a few VMs running it. My goal is to eventually use a new, bare metal server to
backup to disk with vaulting. This is really what I want to test.

Jessie, IIRC, is already EOL and will not receive further updates: is it
wise to use it for a new install?

amanda-3.5.1 is already packaged in Buster (testing), so you could have
a Stretch base with amanda from Buster -- at least you'll have a
supported distro.

Too bad I can't make amsamba work in such a setup, so no backup of Samba
shares :(

At this point there are several different approaches, so the answer
depends on your goals

* Are you trying to upgrade an existing installation, or starting from
  scratch on this box?  If upgrading, what form of Amanda is currently
  installed there?

* Which version of Debian?

* Is your goal just to get upgraded to v3.5.1 in order to use the new
  features found there, or are you trying to help debug post-3.5.1
  patches in preparation for a someday-in-the-future 3.5.2 release?

(As far as I am aware, there aren't any docs/howtos updated to cover
3.5.1 yet.  Some effort in that direction is probably possible, but
Chris is currently working on updating the build process so would be
somewhat difficult to really document it properly at this point...)
