Perhaps I misunderstand what you're saying, but Buster already has 3.5.1. https://packages.debian.org/buster/amanda-server I am using that exact package in a daily VTL config, with an amvault of all the full DLEs once a month to LTO (yes, almost as obsolete as the Poweredge 2800 this is running on).
