What kind of tapes are you using?  This happens when Amanda cycles
through its entire changer and cannot find a suitable tape.  You might
want to check the taper debug log to see what reasons it had for not
finding tapes or not accepting the tapes it found.

Did you already amlabel any tapes ?
Or do you have amlabel_new_tapes yes in the amanda.conf?

What is the output amtape test-s3 show ?

That configname seems like you're trying out Amazon S3 service.
If yes, I guess you followed:
