Looks like someone else was looking for this info.  I didn't find this 
info on the web, but you might contact this guy and see if he's had any 
luck, since he's got a 6 year head-start on you in research...

Hi - I picked up a E-V Model 1000 Speech Clipper for $1 at the Timonium 
fest last weekend. Anyone have one or have any info on them? Mine is 
missing one of the 2 octal tubes. The one in it is a 6SC7 (1655) metal 
tube but I have no idea about the other one as they are not labeled on 
the chassis. It appears to be a late '40s early '50s item. I have 
emailed E-V (now part of Telex I gather) and they are looking into it 
but nothing found in their archives yet. I will put up a pic or two on 
my website if anyone expresses an interest in seeing such a critter. It 
was worth the buck - kind of a neat unit. Would trade it for a Collins 
55G-1 preselector or KW-1 - even up! 73, Russ WQ3X [log in to unmask]

Thanks Mark and William.  The knob is off the shaft, so I don't have that to
contend with.  I've used PB Blaster and like it better than LW too, but I
don't have any on hand.  I'll try the heat approach, maybe that will do the
trick.  Thanks for the tips, guys!

BC-348.   Soaked the set screws in a penetrating solution for a while,then
used a heat gun to heat the knobs.   I heated them  hot enough you could not
touch them,quickly loosened the screws and they all came off easily. They
were also rusty.  This would not work if your knobs are made out of
something that will melt easily.   If you are careful maybe this idea will
work but if you are going to replace the knobs,this remedy will absolutely
work.Joe

 Secondly,  getting a little heat into the screw has often helped.

 I did this by taking an allen key and placing it in the screw ( you could of
course use a flat head screwdriver or piece of stock to make contact if the
screw to be loosened is a flat head.)

 I then applied heat to the allen wrench with a propane torch. I continued this
to the point where the accumalated penetrating oil smoked. I left the wrench in
place until cool.

 I had to do this a couple of times ( alternating heat and the PB blaster) but
eventually the set screw "unlocked" and moved freely.

  I cannot say the same for at least one HRO knob I had a run in with however.
There a hack saw was necessary.
