As decided by WRC-03, we get the upper part of 40 meters back this
month, world-wide!

Nothing to be found on the ARRL site, except an editorial back in 2000
proposing the return of the upper part of the band. For every two
things they do right, it always seems they develop a bad case of
cephalo-posterioritis on something else, and a lot of the reporting is
a day late and a dollar short.

I then spent some time looking through AMfone.net, but they don't seem
to be discussing it either.  Makes me wonder if the saying about
fone-only operators might be at least partially true: "Without CW, its
just CB."  ;) And maybe they're just fine sitting on one frequency on
a band that usually goes flat by 10pm.

The only place I found on the net that has it straight and out in the
open is Wikipedia. http://en.wikipedia.org/wiki/40_meters

I don't get it... Unless the word gets out, there'll be no one ON the
upper part of 40m when it opens up! C'mon, this is a BIG deal!

Minor correction on the attached:  The SW broadcasters are due to vacate 
7100-7200 kHz by Mar 29, 2009.

Hopefully many amateur AM stations will fire up on this band segment on Mar 
29 to celebrate.  Generals can use 7175 kHz and up, Advanced and Extra 7125 
kHz and up.

This is the first time in 70 years this frequency segment will be 
exclusively amateur radio 24 hours a day!  DX stations who formerly had to 
work western hemisphere stations split from 7000-7100 kHz, if not already 
under temporary authorization, will soon be authorized to operate on 
7100-7200 kHz as well.

Here's hoping all the broadcasters comply.

[AMRadio] 40 m SWBC

I have been watching this for a few years. 2 years ago I tried to start a 
campaign to get SWBC stations to move voluntairly. All I got in reply was that 
their assignments were established by treaty. I would assume that the same 
applies here and that they will have no choice but to move now.

I was a member of the US delegation to WRC-03 when this issue was discussed
in Geneva.  Regardless of what one thinks of the ARRL, it was the ARRL that
spearheaded getting the SW broadcasters out of the 40m band.  Led by
delegate member Paul Rinaldo W4RI of the ARRL, this issue was fought in the
ITU's committee.  Paul had his stuff together and rallied support - it was
ironic that it took the US to deal with the European SW broadcasting lobby
(and the US lobby, too!), which is a strong organization, politically and
economically. European amateurs benefit greatly - maybe moreso than us US
hams. Restoring the 40m band exclusively to worldwide amateur use was one of
the clear-cut victories in frequency spectrum management that the US
experienced at that conference.  (The reasons why the SW broadcasters were
there in the first place is an interesting story in itself.)  Thanks, Paul!

I heard about this some time ago.
I wonder what 40 would be like at night, I think it goes real long skip.
I often hear holes at night, after the broadcast clears out I guess, with no 
ham activity.

I often hear CW at night in the lower part of the band, seems to be Eastern 
half of the US stuff...

I can remember times when 40M was a very active band.

Here in the PNW it was active with CW and digital modes every night 5 years
ago. As the solar cycle progressed to ZIP it became very sparse. I hope by
this time next year we have enough solar activity to bring the band back to
some form of life.

Hopefully, most of the broadcasters will move by the 29th, but I suspect 
many will drag their feet.  I doubt that UN forces are going to send in 
troops or tanks to force a few broadcast stations to QSY.

The world financial crisis will be a convenient excuse for the broadcasters 
to stay put, pointing to the costs involved in finding new frequencies and 
re-adjusting equipment and antennas (kind of like the burden US AM'ers claim 
it would be to QSY from 3880-3885 to frequencies below 3750).

At least the Europeans will be allowed to operate on 7125-7200, so that 
two-way phone contacts with the US will be possible without having to waste 
spectrum space by operating split frequency. But don't be surprised if this 
still means finding holes in the broadcast QRM.

Maybe we'll be able to find some common frequencies that are relatively 
QRM-free on both sides of the pond for transatlantic AM.  40m is optimum for 
transatlantic propagation during the prime evening hours in the US, which 
coincides with pre-dawn and early morning operation in Europe.  This is 
especially true after about 0530 GMT when most US slopbucketeers are about 
to go to bed, while early risers in Europe are already up, for making a few 
QSO's before leaving for work or having a leisurely breakfast.  7160 has 
reportedly been broadcast-free in Europe. That might be a frequency to keep 
an eye on, since it was widely used a couple of decades ago by certain US AM 
groups.

A great pity that the US phone band expansion didn't extend down to 7075.

But in any case, we will have no transatlantic AM QSO's on 40m unless 
someone on each side of the Atlantic transmits on AM there.
