[AMRadio] Fw: AM IARU Region 2 Bandplan DAMAGE CONTROL
DAMAGE CONTROL SB QST @ ARL $ARLB010 ARLB010 ARRL Seeks Input for New IARU Region 2 Band Plan ZCZC AG10 QST de W1AW ARRL Bulletin 10 ARLB010 >From ARRL Headquarters Newington CT March 16, 2010 To all radio amateurs SB QST ARL ARLB010 ARLB010 ARRL Seeks Input for New IARU Region 2 Band Plan The International Amateur Radio Region 2 (IARU R2) conference -- held later this year in El Salvador -- brings together delegations from the national Amateur Radio Societies in the Western Hemisphere. One of the topics on the agenda will be the Region 2 HF band plan. This band plan is "harmonized with" -- spectrum management-speak for "very similar to" -- the IARU Region 1 and Region 3 band plans. According to ARRL President Kay Craigie, N3KN, many hams in the USA probably did not know there was such as thing as a Region 2 band plan until recently. Now, however, many more American hams have heard of it, but may not know how -- if at all -- this band plan affects them. Here are important facts for American hams to keep in mind: * IARU band plans are voluntary guidelines. They do not have the force of FCC regulations. * It would be inappropriate to incorporate Region 2 band plans into the FCC rules, and the ARRL has no plan to petition the FCC to do so. * Most other countries do not have the detailed sub-band regulations that are in Part 97 of the FCC Rules; for amateurs in those countries, IARU band plans offer the only guidance on frequency use. * The recognition of a calling frequency or band segment for a particular purpose or mode in the IARU band plan does not convey any special rights or exclusivity of use. A new, more transparent procedure will be followed this year for considering possible changes to the Region 2 band plan. The ARRL is cooperating with this procedure by inviting input to be se! nt to th e ARRL Board of Directors' Band Planning Committee. The committee will review the existing Region 2 band plan, consider input from the amateur community and make recommendations to the ARRL Board for submission to IARU Region 2. The inadvertent omission of the AM center of activity frequency (calling frequency) -- 3.885 MHz on 80 meters -- has already been noted, and this will be one of the recommended revisions. The deadline line set by Region 2 for gathering input and formulating recommendations is rather short. Amateurs who would like to submit input should take the following steps: * First, study the existing IARU Region 2 band plan posted on the Region 2 Web site at http://www.iaru- r2.org/band- plan. The Region 1 and Region 3 band plans are also posted there, so be sure you are looking at the band plan for Region 2. * Next, formulate a clear statement of any change you propose. Include a brief explanation of why you think the change would be beneficial. Please include your name and call sign in your input. * Finally, send your input via e-mail to bandplan2010@ arrl.org no later than April 5, 2010. Messages will be automatically acknowledged. If you live in another country in Region 2, please contact your national Amateur Radio Society for information on how to submit input for the band plan process. /EX __._,_.___ __ Our Main Website: http://www.amfone.net AMRadio mailing list Searchable Archives: http://www.mail-archive.com/amradio@mailman.qth.net/ List Rules (must read!): http://w5ami.net/amradiofaq.html List Home: http://mailman.qth.net/mailman/listinfo/amradio Post: AMRadio@mailman.qth.net To unsubscribe, send an email to amradio-requ...@mailman.qth.net with the word unsubscribe in the message body. [AMRadio] fuzzies on the 80 meter band
This recent discussion kind of hit home today. My shack is self contained and about 25 ft. from the back of my house. About 3 months ago the power company hired a tree trimming company to clear branches from near the power line service in the area near where we live. They have almost finished the job in a 5 mile radius when I noticed that a lot of the noise I had been hearing disappeared. About 3 weeks ago a real loud buzz saw signal appeared on 3.730 or so and extended up to near 3.775. It was terrible and kind of made me mad. So finally today I had the time and inclination to see if it originated in the house. I used a small Sony SW receiver and put the antenna all the way down and started sniffing. The noise was almost non-existent at the service entrance so I kept looking. Finally I found that my Zoom ADSL modem seemed to be the point of origin. When I unplugged it, the noise went away completely. Thinking it was the wart, I put another on it and the noise came back somewhat. I had another modem sitting here so I changed and now the band is clear again. I noticed on the label that the wart sticker said it is Rohs compliant. So my guess both it and the modem might have grown tin whiskers. I just wonder if I have avoided a potential house fire in addition to clearing a real buzz saw. Boy do I hate progress. What is to interfere with? All radio stuff is going 900 MHz or higher, cable satellite or fiber feed, spread spectrum, phasing noise and interference null, etc. No one listens to AM anymore, or even FM much. Part 15 needs to get current with the times. As more consumers replace their household appliances with models that incorporate RFI/EMI emitting technology, the problem will only become worse. The certification section was last re-written at time when nearly all of our major household appliances did not contain SMPS and microprocessors. Today, household "appliances" are exempt from Part 15 certification and problems associated with these unintentional radiators are dealt with after they generate interference to licensed services. The FCC could help itself in this matter with a rule change that includes appliances in the certification requirement. A bit of time spent on a rule change would pay great dividends in reducing their time spent on the enforcement effort. Re: [AMRadio] FCC Non-cooperation (was ILLEGAL STUFF ON E BAY)
Not to detract from Steve's point, because I agree that RFI from unintentional radiators is a major problem for hams, especially those who enjoy full-range AM audio on HF. But it's important to understand how the FCC approaches the wide range of Part 15 issues - here are a couple of good resources: FCC: http://www.fcc.gov/oet/ea/procedures.html#sec1 ARRL: http://www.arrl.org/tis/info/part15.html#Myths An A2LA-certified RF test lab: www.radiomet.com/documents/FCC_Guide.pdf Once you're familiar with the terminology used to characterize unlicensed devices, I think most will agree that our problems stem primarily from both Class A (intended for commercial, industrial, and business use) and B (residential) Unintentional Radiators. This can involve both Conducted (interference that is carried along power lines and other conductors to other devices, i.e. our receivers) and Radiated emissions (what Steve measured with his spectrum analyzer). The vast majority of such devices are subject to Verification, which is the lowest level of compliance. Manufacturers are on the "honor system" to do the appropriate testing and label the product accordingly. Even when manufacturers make a good faith effort to comply with Part 15 Verification requirements, the real world implementation may not reflect what was seen in the laboratory. Take for example the noisy LED traffic light that Steve posted about some time ago. Suppose the manufacturer recommended that shielded cable be used between the switchmode controller and the lights to mitigate radiated RFI, but the installers just re-used the unshielded wires that were used for the old incandescent systems. Instant antenna! As hams, we know the length of the wires and whether they're run inside a metal pole or along the side of a wooden one will make a big difference also. Just a made-up example to show that the problem may often not be as simple as going back on the manufacturer of one of the devices in question. Still, the intent of Part 15 is to protect licensed users from interference from unlicensed devices, and the best option we have to enforce current regulations (or potentially get better ones) is to continue to elevate our concerns to the FCC and those who oversee the agency. 73, Bob W9RAN __ Our Main Website: http://www.amfone.net AMRadio mailing list Searchable Archives: http://www.mail-archive.com/amradio@mailman.qth.net/ List Rules (must read!): http://w5ami.net/amradiofaq.html List Home: http://mailman.qth.net/mailman/listinfo/amradio Post: AMRadio@mailman.qth.net To unsubscribe, send an email to amradio-requ...@mailman.qth.net with the word unsubscribe in the message body.
