It looks like a (ports) com conflict !!
Drive the Rig and the Rotor by any old PC!
and use a fast PC for  WiSP.

I myself have found the solution :))

Both the microHam III and WISP had PTT enabled within the configuration.
After removed the setting from the urouter (microHam Software) WISP
was able to transmit.

Now lets try to send some messages via HO-68
