I tried this; it seems to be some kind of community-based suggestion
forum.

 For what it's worth, I had the same problem but if you drop the 's'
 from https and just usehttp://dl-ssl.google.com/android/eclipse/then
 the ADT plugin will download and install correctly.

Actually, I now see that the documentation has this suggestion under
Troubleshooting. ::embarrassed::
