Mark is correct this is random, but you can open KML files with the standalone GE app on Android. There are no limitations on Android Apps like that, you can load any webview you want. But like it was said before this is a feature request group, and there really is no feature request group unless you submit some code to gerrit. also video calling is fully implemented in Android thorugh Google Talk and Google+ it is one button press to start a video call (also Android is made in the USA so you have to expect that it leans heavily on US standards.)
