For an alternative to working with HTML/CSS/JS, have a look at NS Basic/App Studio <http://www.nsbasic.com/app>. It's got a drag and drop interface for creating forms and lets you code in a subset of VB or in JavaScript. The projects can be deployed as web apps or through a built in interface to PhoneGap.
