As a Chinese developer, I have to delete all other language
descriptions except zh-TW. If not, the market will display an English
description to Simplified Chinese users.

BTW, most Simplified Chinese users can read Traditional Chinese.

Yeah,
most can read,
but they find it more difficult.
(the other way is harder it seems from my Taiwan friends)

And, as you say, the market info defaults to English if they are in 
simplified mode.

If you look at QQ as an example, they have set their English description 
as simplified chinese,
and seem to also have a traditional chinese option.

They have no actual English description

Please bear with me since I am totally new to Android. I have several
apps that are currently being ported to Android (after working
decently on iOS).

Now I am ready to prepare my first app and I see this:
