Hmm...I have a Dev 2 (HTC Magic).  While you might not be able to have
one shipped directly, you shouldn't have any problems Skyboxing one
here or ship one to a US relative and have them bring it for you.

The device probably needs to be certified (safety/efficiency/
compatibility/etc) by your local bureau of standards/certification
board or similar organization.
There are ways to get the phone anyway, just not from Google.
