However, because it was bundled with the SDK so tightly, it was easy for us to think that it was going to be universally available. This whole add-on system seems designed to handle these sorts of things that might only be available on certain devices. Finally! I must not have seen the woods for the trees. I guess I got pretty confused about to what extent the Maps are a part of Android.
