Yes, we have a similar issue, unable to locate orders with the web search function, it does simply return no orders if you put an order #...we posted also in the google checkout forum, i will post also in your thread, it did all start when Google Checkout moved the order list from the developer console to the merchant account only (i found the orders being accessible from the developer console a good feature, wondering why they removed it ???)
