Actually I've been told that specifically on the Dev 1 phone you can simply hit the menu button to skip the setup wizard and go to the home screen. A SIM is not even needed at first. Note that I haven't verified that, I'm just repeating it. Wish I'd known that, although it was pretty cheap to get a second sim from ATT that shares minutes from my iPhone plan. Bummer, Looks like I am going to have to keep moving my SIM from my iPhone to the Dev 1 each time I want to test... seems like a HUGE oversight.
