Looks like there's a way after all (since the device ships with adb
enabled and su, so you can get a root shell):

Actually I've been told that specifically on the Dev 1 phone you can
simply hit the menu button to skip the setup wizard and go to the
home screen. A SIM is not even needed at first. Note that I haven't
verified that, I'm just repeating it.

Wish I'd known that, although it was pretty cheap to get a second sim
from ATT that shares minutes from my iPhone plan.  The main gotcha is
that I needed to enter the ASN info into the G1 myself for it to
connect to the data network, it didn't just work.

On the Dev1 Phone I understand that you need a sim card but do you
need the data plan like you do with the Tmobile branded G1 to

Looks like I am going to have to keep moving my SIM from my iPhone to
the Dev 1 each time I want to test... seems like a HUGE oversight. I'm
surprised we can't use the phone as an actual development device
