On which system are you running?
In case of Linux it might be that an emulator instance is still
running in the background. Try to make sure that you kill this
emulator instance.

Did you create an AVD? With sdk 1.5 you must create an avd first.
Have you set up a Run Configuration... for the correct version?
Look at the target tab.
