The BD can be more than that, and is only limited by your phone memory, or the sd card space if you are storing your DB there. 16MB is the RAM available for each app. If you run out of this, you will get an OutOfMemory Error. Nope, I want to say 16 MB restriction for Heap. You can save more in your database but you are not going to load whole database at run time.
