AFAIK, there are no APIs for you to configure a VPN programmatically. While there is VpnService added to API Level 14 (Ice Cream Sandwich), it appears to be more to allow you to define new types of VPN connections, not to actually create the connection yourself (User action is required to create a VPN connection).
