You have to install AOLserver if you want to run OpenACS, but AOLserver is independent of OpenACS. Absolutely not! Only if you want to use OpenACS functionality. Our site started by using ACS (OpenACS's predecessor) as a foundation and a jumping-off point to learn from - we picked only the parts we needed from ACS, primarily infrastructure management (security, user registrations, shared functions, etc.) and added much more of our own using tcl scripts. Only about 5% of the current site came from ACS.
