You need to provide more details.  I'm not clear on exactly
what you are seeing.

Did this config file ever work?  Does it work on 1.2.4?

What exactly is your problem?  That the index.html is ignored?
What is your DirectoryIndex set to?  Does the index.html work
for any directories?
