GSoC 2019 code collection like previous years.

I just need to know who and what. Usernames and repos.

So far I've jotted down:

- koguzhan for apertium-uig-tur, -tur-uzb, -tur-tat, -tur-kir
- khannatanmai for apertium-anaphora, apertium, -eng-spa
