I like the idea of reserving a day during Debconf 15. Rather after the
18th of August though.

if it was state side I'd pay for it out of pocket, but traveling to Europe
out of pocket is a bit much.

I like the idea, but I can't promise that I have 3 days only for 
AppArmor - especially in the proposed timeframe.

Besides that - do you really think we need 3 days for that topic?
Maybe I'm too optimistic, but I'd have guessed something between some 
hours and maybe a day ;-)

I'd guess debconf would be the perfect place. I'm quite sure some Ubuntu 
people will be there, and it's also "around the corner" for me.

I'll probably also attend the openSUSE conference (May 01-04 in Den 
Haag, Netzerlands) - however I doubt that the Ubuntu folks will be there 
(feel free to prove me wrong ;-)

maintenance workflow and tools, e.g. in May or June?

Location-wise, I suspect that Debian and OpenSUSE folks would prefer
Europe, while Ubuntu folks would prefer North America. But maybe some
interested Ubuntu people have plans to attend some conference in
Europe some time this year, which could be the perfect occasion to
attend an AppArmor sprint?
